The 8th COMMUNIA Workshop - Education and the Public Domain: The Emergence of a Shared Educational Commons - will be held in Istanbul (Turkey) on Monday 19 and (possibly) Tuesday 20 April 2010.

Prof. James Boyle, renowned scholar of the public domain, will provide a keynote speech titled: "The Glorious Open Educational Revolution! (And why it hasn't happened yet)".
Indeed: why is it taking so long to have a worldwide, vibrant open commons of educational material? Important successes have been scored, to be sure, but all in all far less than we could have expected ten years ago, considering the nature of education and the general inclination of educators towards openness.
What have been - and are - the main obstacles on the way to implementing something apparently so natural? What can we do to remove them, both by smarter operation on the ground and by appropriate policy changes?
What are the benefits of unleashing the full potential of the open education?

The workshop will convene leading experts, practitioners and all interested parties to explore success stories, best practices, current projects, legal obstacles and technical issues. With special attention, given that the workshop will be held on the Bosphorus, given to the Turkish and Middle-Eastern scenarios, vibrant areas where the open educational movement might soon score important successes.
The workshop is being organized by Ozyegin University (Turkey), Intellectual Property Institute (Slovenia), Creative Commons (USA) and the NEXA Center for Internet & Society (Italy).

The initial steps of the Open CourseWare movement in Turkey comprised a pilot project for a consortium of Turkish universities formed under the leadership of Turkish Academy of Sciences to meet concrete open courseware objectives. The project is well on its way to completion. The project is sponsored by the The Council of Higher Education, and the State Planning Organization; the effort is a prime example of motivation in unison and concerted efforts. However, there are wartales to tell. This session brings together leaders from all involved parties to frame and discuss not only the launching and sustaining, but also evolutionary paths (or revolutions?), of the journey to achieve the vision of open educational resources.

OER is foundational for developing countries working to build socio-economic infrastructure and capitalize on knowledge. This panel will consider COMMUNIA education policy recommendations in the context of OER projects in the region, including the Middle East. Panelists will explore how those recommendations may impact the opportunities and challenges that exist for OER projects throughout the broader region.

The copyright session will focus on the questions of necessity of more harmonized law and copyright management, in particular clearing of rights for global models for online education, including digital reposition of works. Copyright laws of national states are still territorial and although harmonized they function very differently in practice. Additionally, development of cross border online models is significantly hindered by national monopolies of collective societies.
The recent developments in digitalization of literary works have highlighted the need for a fast and efficient European response.

The keynote speaker and the session chairs will discuss the results of the discussion of the day and map what the next steps should be to make Open Educational Resources thrive.
